The literacy rate increased to 60 % in 2001 following the adoption of legislation in 1975 making education free and compulsory. Still, only 78 % of eligible children are listed in primary school, and just 17 % of those eligible were listed in secondary schools. About 14,000 students attend institutions of higher learning such as the National University of Benin in Cotonou.
